The IRS has announced that they will start processing returns for the 2019 filing season on Monday, January 28, 2019. Currently the agency has been operating under a contingency plan which expired on December 31, 2018, with the majority of the workforce on continued furlough. However, the agency anticipates recalling the furloughed workers for the current filing season. In addition, they are anticipating the issuance of an updated contingency plan shortly.
Under the original contingency plan the IRS would process electronic returns (and paper returns up to a certain point) however no refunds were being issued. The IRS believes they have statutory authority to issue refunds during the filing season.
Some Caveats
- Do not expect all IRS forms to be available for filing by January 28th particularly forms that are required to be updated for the new tax act (TCJA) or new forms the IRS needs to develop.
- We anticipate Taxpayer Services to be comparable to what it has been in the past (which is very limited) during the 2019 filing season. You can anticipate being on hold for extended periods of time, or no response at all.
- It is highly likely that the majority of the agency’s resources will be dedicated to processing returns. Processing refunds at peak times is not likely to have a high priority, so do not expect a timely refund.
- Early filing is not a guarantee of a timely refund.
- Once you file your return you can track the process of your refund on the IRS’ Website. Go to www.IRS.Gov and click on the Refunds icon. This will give you the information you need to view the status of your refund. Fortunately, the website is fairly user-friendly.
